06-02-2019 2019-05-07-Efficiently and effectively plan, organize, co-ordinate and control resources allocated to the Development Engineering Section in order to achieve high quality technical standards acceptable to airworthiness authority and the Company.-Evaluation of all technical information including ADs, SBs, SIL, aot, etc and PACA DGCAR requirements, recommending appropriate action by means of Engineering Orders, amendments to AMS or issuance of Technical Notices for components and for Aircrafts (if covered by a contract).-Chair Modification Committee Meetings to review all aircraft recommended-optional SBs, SLs and all other non-mandatory requirements and evaluate whether to carryout modifications or not.-Maintain and administer effective reliability improvement programme, Establish and revise AMS; chair AMS committee and obtain PACA - DGCAR (Oman) approval through SMQA for amendments.Liaison-Liaise with aircraft manufacturers Maintenance Review Board (MRB), review airframe-engine-component maintenance programme for the various aircraft in the fleet.-Liaise with Engine-APU manufacturers establish Engine Condition and Trend Monitoring (ECTM) programme for the fleet.-Liaise with Aircraft manufacturers establish standards for operation of aircraft to required ETOPS configuration and standards as possible.-Liaise with various manufacturers establish Workshop Maintenance Schedules for major companies like Engines, APU, Landing Gear etc.Technical Investigations & Manuals-Compile, review, revise, update MEL documents and carryout technical investigation and evaluation on systems, abnormal failures and repetitive defects and recommend improvement measures.-Technical Library, Contracts & AMOS-Ensure that Technical Publications are available for work undertaken and that they are maintained to the latest issue of revision.-Participation in the technical aspects of major projects such as purchase of new equipment, new aircraft, major modifications and the use of major maintenance contractors.-Service agreements with clients and suppliers to meet contractual obligations related to sale as well as purchase of services.-Negotiating and administering contractual agreements for the maintenance of aircraft, repair and overhaul of engines and components with maintenance organizations.-Coordination and management of the return of leased-sold aircraft to fulfill the contractual end of lease-sale conditions.-Establishing the means enabling to recover any compensation due from evaluation of the aircraft General Terms Agreement, under performance guarantees provided for a specific fleet type.-Monitor to ensure that all completed projects meet Company and legislative requirements within completion schedules.-Exercise control on expenditure in line with the approved budget and justify any deviation arising.-Responsible for the overall function of AMOS and all activities.-Liaise with AMOS service provider and sort on any service difficulties encountered by Engineering.General-Ensure that Company Health, Safety and Environment (HSE) policies are adhered to and are responsible for Human Factor concepts and SMS concepts and its practices and implementation.-Carryout any other task as and when directed by Vice President Technical Services and deputize during VP-TS absence.
REQUIREMENTS:

Key responsibilities
• Show leadership in making HSE the top priority at all times. Actively comply with and ensure the compliance of others with the successful implementation and continuous improvement of Archer’s QHSE Policies.
• Ability to perform under pressure, meet deadlines, and work assignments carried out to the highest quality level.
• Individuals in this position must demonstrate the ability to work with minimal supervision, have a strict adherence to procedures/processes mindset for technical and policy compliance. Work is primarily in the field environment including offshore drilling and production platforms, land based and offshore drilling and production platforms, installation vessels and international locations.
• Assures all equipment, service tooling and spare parts are on location and ready to use by performing inventories and function-fit tasks prior to beginning each job. Records critical information such as dimensions, weights, temperatures, pressures and flow rates to ensure assembly/system will work per design and procedure requirements; also assists with the review of product testing, running and in some cases with assembly procedures.
• Establishes and maintains communication with Customer Representative on issues including job installation/testing procedures, equipment, tooling and spare parts requirements, equipment and tooling function-fit and critical technical data (dimensions, measurements, weights, temperature, pressures and flow rates).
• Completes Field Non-Conformance Reports (NCR) as product and procedural problems are encountered. Assures all quality issues and documentation (equipment and procedural defects) is communicated and sent back to FSM or Operations Manager.
• Completes Field documentation (Daily, Service, End-of-Well and other required reports) after the completion of each service job. Maintains technical information readily available (Tally Book or other forms) to communicate general procedures, spare parts, critical dimensions as well as customer questions, concerns and complaints.
• Prepares and completes Safety related documentation (Job Safety Analysis, incident, and other required reports) consistently for the purpose of heighten safety awareness and accident prevention.
• Assist with trouble jobs by gathering post-job information from operations. Organize and assemble post-job review material including “as run� drawings
• Provide technical support and oversee the rigging up and running of various tools (casing suspension plugs, cementing valves etc.) according to Rawabi Archer’s processes and procedures associated with onshore/offshore operations of Rawabi Archer’s products.
• Prepare, plan and consult with rig crew during operations.
• Maintain an accurate tool run and tool performance history. Ensure all tool failures are recorded and actioned.
• Must be available on 24 hr. call basis to respond to customer needs

REQUIREMENTS:
QualificationsEducation, Experience and Training- Engineering degree or 4 year university degree and 5 years experience in Fishing/Casing Exit/Liner/ Wellbore Intervention experience or High School or Technical college with Guild certificate with 8-15 plus years of fishing, casing exit, wellbore intervention or liner experience- Experience within a quality well servicing organization- Previous experience of supervising and managing a team of both onshore and offshore personnel is a plus- Offshore and Onshore rig experience is required- Experience in running downhole tools in liners, whipstocks, fishing, sand control or storm/retrievable packers are preferred.- To actively participate in all base training initiatives- In house Rawabi Archer product line courses will be provided.- Induction/HSE courses.- Offshore certification courses will be given- Must be available on 24 hr. call basis to respond to customer needs- Perform various other duties and activities as assigned by supervisor within the physical constraints of the job.- Good communication and technical skills with the ability to lead or work as part of a team.
