Job Description

Job Purpose:Ensure IsDB has the talent it needs, make the most out of its potential, and take care of IsDB's responsibilities as an employer in an efficient and effective manner. Develop and update the HR Strategy to ensure IsDB remain competitive employer attracting and retaining high quality talent to execute its strategy and deliver on its transformative mandate. Lead the HRMD team to ensure efficient and timely delivery of the HRMD objectives.Roles and Responsibilities:General ResponsibilitiesWorkforce strategy:• Oversees and drives the development and implementation of the HR Strategy and related policies/ plans to promote IDB as an attractive place to work and to retain staff for satisfying its business needs• Evaluates the effectiveness of the human resources delivery model to deliver HR services as defined by the HR strategy• Promotes the IDB employment brand and Employee Value Proposition (EVP) through effective communication and presentation on the IDB career portal, social media, and human resources publications• Participates in the annual review of IDB s business plans during the budget process to assure that the staffing plans and budget requests of the individual units are consistent with the HR Strategy• Oversees the (strategic) workforce planning, workload assessment and recruitment programs in close consultation with management and other units, ensuring that the staffing needs of the organization are being met in a cost-effective manner• Supervises make-or-buy decisions for HR services based on the defined core services within the HR strategyQuality and development of leadership and talent:• Supervises the acquisition of employees / talents through effective sourcing, recruitment, selection and on-boarding strategies to fill regular, fixed-term and temporary positions in the bank• Manages the formulation and implementation of the performance and talent management framework to attract, motivate and retain the appropriate talent• Oversees the design and implementation of effective talent management programs (e.g. YPP) that enhance organizational capabilities by consistently supplying high performance and high potential talent to meet the bank's human capital needs• Oversees the formulation and implementation of the Reward strategy and associated programs (including pay, pension plan, housing assistance, education assistance, leave and incentive plans)HR operations:• Provides guidance to the business on strategic and operative decisions and on strategy/initiative implementation (e.g. expansion, downsizing, restructuring, decentralization, outsourcing) from an HR perspective to help shape decisions and processes driving organizational change and pro-actively supports business transformation• Provides advice, consultation and guidance on human resources matters to IDB business units on the design, development and implementation of talent attraction, and on the development and retention programs to support IDB s vision and business objectives• Revise existing policies and guidelines or develop new ones in support of such strategic changes.• Establishes clear SLAs with IsDB Complexes and Entities with measurable goals and performance indicators for delivery of HR services• Working closely with IsDB core business units to explore ways of extending IsDB HR expertise to Member Countries in support of their development plans.• Is accountable for an HR Service Center to deliver HR services requested by HR s clients at the required quality and in responsive manner while driving for enhanced efficiency at the same time• Manages the continuous improvement of HR services• Promotes employee relations through communication and programs, including staff opinion surveys, consultation with the Ombudsman/Integrity & Ethics Office, and by providing facilities to the Appeals Committee for conflict resolutionLeadership Responsibilities• Leads and manages the network of HR Business Partners, gaining strong acceptance on the level of the President/Vice Presidents and building personal credibility based on business acumen and insight, HR expertise and advisory skills• Provides motivational and inspirational leadership to direct reports in the Center of Competence as well as in the HR Service Center, and communicates to direct reports clear performance expectations• Provides motivational and inspirational leadership for the department, and communicates to direct reports clear performance expectations• Manages the performance and resources of department through delegation of authority and responsibility, setting stretch objectives and providing regular feedback on results at a department level, promptly addressing areas of underperformance• Monitors and assesses the skills and capabilities of the department, and determines the actions needed to increase the department's impact or to resolve capability gaps• Coaches, mentors and develops the direct reports and the top talent/high potentials in the department• Acts as a role-model to communicate to the department s staff IDB's values and leadership competencies; provides direction and support in times of change• Is the guardian of IsDB s HR approved policies, rules and procedures
