Requisition ID 218092Location Jubail, Saudi ArabiaSaudi Arabian Bechtel Company (SABCO) has worked as the management services contractor directly with our client, the Royal Commission for over 40 years We are the Engineering, Procurement, and Construction (EPC) managers working in an integrated customer organization We are responsible for planning and managing the design production by the AE workforce of over 1000 through more than 20 Technical Service Contracts that we administer We also provide engineering support through the construction phaseGenerally, we manage over 100 projects at any point in time, ranging from new residential communities, iconic buildings bridges, major site preparation, commercial buildings mosques, schools, hospitals, sports facilities, clinics, a new 30,000 student university, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and moreJob Responsibilities• Management and coordination of Urban Planning & Design tasks associated with development of Jubail and Ras Al Khair (RIC) Industrial City• Project conceptualization and direction of internal staff, as well as external consultants, in the planning, design and implementation of infrastructure and development projects• Review, approval and technical direction for relevant planning & technical studies• Review and approval of infrastructure and development documents and reports• Prepare essential contractual documents such as Scope of Work , Request for Proposal (RFP) and Information Report• Apply sustainability requirement of urban and industrial downstream clustersQualificationsEssential (PassFail Criteria)Technical• Relevant universitycollege degree in Urban Planning or Landscape Architecture• Minimum of fifteen (15) years of experience in Urban Planning, Urban planning studies design & development• Ability to prepare self-study for issues that related to the urban planning such as sites selection and services distribution ,environmental impact, traffic and transportation assessment ,real-estate development, evaluation of housing demand, population projection statistics and legislations zoning policy and development regulation policy• Experience in preparing in-house master plans & designs for specific area such as community urban design for city neighborhoods and industrial districtBehavioral• Skill in oral and written communication• Ability to provide strong, active technical leadership to adopt and enforce a consistent approach that nurtures a culture of quality, creativity, innovation and empowerment• Strong directional leadership, people management and communication skills• Demonstrated leadership and interpersonal skills• Capable of dealing and interacting with challenging people and situationsPreferredTechnical• Proficient in the use and application of relevant business software, GIS programs, AutoCAD, Photoshop and 3D sketch up• Knowledge of industryregulatory codes and standards and design criteria pertinent to the particular discipline• Experience in contract management with knowledge of contract interpretation in an engineering consultation environment• Professional certification in LEED, CEEQUAL, BREEAM, Envision or other project sustainability rating system• Experience certification in the use of the Global Reporting Initiative (GRI)Behavioral• Supervising, managing & mentoring internal staff• Experience in managing and directing external international consultants in best planning practices• Experience working in KSA or Middle East• Successful implementation of mentoring programs for young engineers• Multi-tasking co-ordination skill while executing complex and challenging project program execution• Demonstrated experience in coaching and mentoring• Able to work in a culturally diverse environmentBechtel employees in Jubail receive free furnished housing and basic utilities, work transport, free health care (on site in Saudi Arabia), eligible participation in Bechtel groupprivate health care plan options, retirement benefit plan participation, life insurance options for you and qualified dependents, a base of 24 days of paid leave, 11 paid holidays, airfare coverage and additional time off for R&Rs and Home Leave, and local private schooling tuition coverage for up to two school-aged dependent childrenShaping tomorrow togetherBechtel is one of the most respected global engineering, construction, and project management companies Together with our customers, we deliver landmark projects that foster long-term progress and economic growth Since 1898, we ve completed more than 25,000 extraordinary projects across 160 countries on all seven continents We operate through four global businesses Infrastructure;
