Job Description

PURPOSEWater treatment plant instrumentation engineer job starts with installing, maintaining, troubleshooting, repairing, adjusting, and calibrating a variety of electrical, electronic, and instrumentation & control equipments including electrical distribution systems, instrumentation and telemetry systems related to the reverse osmosis water treatment plant and its corresponding pre and post treatment; and performs other related duties as required The instrumentation engineer is also responsible for maintaining a safe work environment and ensuring all electrical, instrumentation and control equipments are in proper working conditionFUNCTIONS Installs electrical circuits, relays, wiring, electronic alarms, instruments, and telemetering equipment used in the operation and monitoring of the water treatment plant Troubleshoots, repairs, testing, and calibrates water treatment instrumentation, control and monitoring devices Troubleshoots, programs, and repairs automated control devices; repairs, adjusts, and replaces electrical relays Troubleshoots, repairs, rebuilds, and adjusts electrical and instrumentations parts of pumps, motors, control valves, etc… Performs testing, maintenance, and repair on metering and recording instruments, control apparatus, data logging and display equipment, communications and telemetering systems, and laboratory equipment Oversees the work of helpers assisting in repairs May order parts, materials, and supplies required for electrical, instrumentation, control, and other repairs Reads and interprets manuals, blueprints, P&ID, loop diagrams, logic diagrams, and schematic drawings Maintains records and reports of work performed; prepares schematic drawings and updates blueprints to reflect as&built conditions Preparation of weekly and monthly maintenance Progress Reports as directed by the plant Managersupervisor Request, receive and apply allocations of spare parts and consumables for repairs and maintenance of plant and equipments to ensure that all electrical equipments and instrumentations are in good conditions and working satisfactorily Repair and maintain water production plant and equipment at intakes, treatment works, pump houses and other installations, carrying&out routine and emergency repairs and maintenance of equipment including, instrumentations, valves actuators, PLCSCADA, electrical panel boards, etc… Co&ordinates maintenance activities with other plant engineers and managersupervisor to ensure that all plant and instrumentations for water production is available and in&service for continuous treated water production Research, prepare and control costs and Engineers’ Estimates in connection with maintenance activities Provision of inspection services to ensure quality standards for repairs, maintenance and other services undertaken by Third parties meet the required specifications Provision of on&site supervision, advice and assistance in planning and executing all repairs of water production plant and instrumentations including the replacement of such instrumentations and control equipments and in the inspection and commissioning of refurbished instruments and control devices Design and implement programs of on&site training and instruction for Plant personnel in matters related to repair and maintenance engineering Prepare and disseminate as necessary technical reports, maintenance records, job sheets and time sheets, instrumentation and control specifications and information, repair and maintenance schedules, plans and activities Provide reports and assessments of staff and in conjunction with the plant Managersupervisor participate in rectifying matters related to discipline, absenteeism, organization, etc… In conjunction with other engineers, operators and technicians in the plant, conduct instrumentation inspections and surveys to determine the operational condition of plant and equipment together with the preparation of written reports as necessary and follow&through of recommendations for remedial actions, repairs, replacements, etc… Determines action to be taken in event of emergencies such as instrumentations, controls, machine, equipment or power failure Strictly follow the maintenance of quality standards and Health & Safety rules

QUALIFICATION STANDARDSAny combination of education, experience, knowledge and abilities may satisfy the necessary minimum qualifications. A typical way to obtain the education, experience, knowledge and abilities would be: Education: Bachelor’s Degree from an accredited college or university with major course work in instrumentation and control Engineering, or a closely related field related to water treatment. Experience: Extensive (5 or more years) of journey level experience in electrical and control & instrumentation construction, repair and maintenance, preferably with some direct experience at a water treatment plant based on Reverse Osmosis water treatment units and related pre and post treatment units with capacities above or equal to 10,000 m3/day. Completion of a formal apprenticeship or its equivalent in the electrical, electronics, or instrumentation fields are highly desirable. Knowledge and Abilities:o Work requires the ability to read technical manuals, operations & maintenance manuals, data specification sheets, reports and memos.o Principles and practices of electrical and electronic repair and maintenance.o Methods, materials, tools, and testing equipment used in the installation, maintenance, calibration, and repair of electrical and electronic equipment.o Measuring, monitoring, and calibration devices used in electrical, mechanical, instrumentation, and relay troubleshooting and repair.o Repair and calibration of instrumentation and relays.o Operation of computers, automated equipment and standard applications softwareo investigate and solve complex problems which involves ability to perform visual inspections, ability to hear normal versus abnormal noises, ability to view and respond to operational control screens including alarms, and ability to think critically.o Work requires the ability to perform general algebra calculations and be able to apply the knowledge to the water treatment process.o Work requires the ability to write reports, performance evaluations, procedures, proposals, bids, and technical manuals.o Work requires the occasional direction of helpers, assistants, seasonal employees, interns, or temporary employees.o Work requires overseeing work quality, training, instructing, and scheduling work.o Knowledge of local, governmental laws, international standards, rules and regulations concerning treatment plant operations and maintenance.o Knowledge of the proper operation and maintenance of instrumentations and control used in the treatment process including pumps and motors.o Knowledge of confined space entry and hazardous materials handling as related to treatment process.o Knowledge of principles of water treatment processes and process control.o Knowledge of Water Treatment Plant electrical, instrumentation and control systems and associated troubleshooting techniques.o Skill in organizing and prioritizing work.o Skill in providing instruction and training to other workers.o Ability to maintain effective working relationships with a diversified group of people under trying and stressful conditions.o Ability to communicate courteously and professionally to reflect a positive image of the company and Water Treatment Plant to its customers and the public.o Ability to establish goals, objectives, and plans for the division while encompassing short, intermediate and long term maintenance.o Ability to express self logically and concisely in both oral and written form.o Ability to access and interact with computer.o Ability to analyze, evaluate, and recommend sound solutions to problems of routine nature.o Ability to research, interpret, explain, and correctly apply policies, rules, regulations, and procedures.o Ability to work independently and efficiently.o Ability to adjust work schedule to necessary duties.o Ability to handle confidential matters.o Ability to understand instrumentation, control and electrical problems and equipment.o Ability to use common hand tools and other related equipment.Work Environmental & Physical Demands:The characteristics described below are representative of those encountered while performing the essential functions of this position..
