Basic Function:
Assists the concerned Section Head in
the day-to-day functioning enabling him to concentrate on plant trouble
shooting, improvement in systems & procedures and other developmental
activities. Participates in planning and scheduling of operations, start-up and
shutdown of units and co-ordinates all maintenance, process engineering,
inspection and safety related work for the assigned units.

Undertakes operational responsibility
whenever additional equipment is to be commissioned and supervises operation of
new facilities after commissioning as required. Also prepares training manual
for the new project and trains operations personnel for safe commissioning.
&-
Supervises and adheres to fire and
safety regulations and good housekeeping. Participates in safety audit programs
as required. Ensures good condition of firefighting equipment such as fire
pumps, monitors etc. Adheres Emergency Response Plan (ERP).
&-
Identifies training needs of
operations personnel in the assigned units, follows up with the training cell,
preparation of training schedule coupled with vacation schedule, organizing
on-site training activities, conducting mock drills/releasing reports and
revision of manuals. Updates/maintains training records of the unit personnel,
follows up their progress reports and participates in their annual assessment.

Co-ordinates with Shift Controllers
and Shift Supervisors, Operations to ensure that they are provided with
thorough and detailed instructions, procedures (startup/shutdown) particularly
pertaining to start-up and shutdown and emergencies to the extent of being
personally present as necessary to return assigned units to normal operating
conditions.

Participates in planning for
turnarounds well ahead of time and prepares the necessary repair and inspection
job list to confirm with maintenance and inspection requirements and keeps the
units running to meet the refinery production schedule. Co-ordinates for
handing over to/taking over from maintenance; start-up operations, catalyst
loading, catalyst sulfiding etc.

Co-ordinates with various personnel
for required maintenance work, inspection and plant additions during
shutdowns.
&-
Follows up with Process engineering on
catalyst life of assigned catalytic units
and with Process engineering/Materials to ensure that units will have
adequate catalyst and chemicals at all times.
&-
Analyses the activities of the
assigned units and prepares recommendations for improved operations, cost
reductions and energy conservation. (* For Operations Engineer whose functional
role of Profit Improvement activity sees specific Responsibility under
Operating Engineer profit improvement).
&-
Studies and initiates new
modifications in assigned process units and coordinates with other senior staff
for appropriate achievement.
&-
Performs miscellaneous duties of
general nature such as attending meetings, preparing MOM, preparing fiscal and
manpower budgets, preparing reports such as monthly plant performance report,
quarterly report, incident reports, and Technical reports etc. on the
activities of the assigned area. Assists as a Line function to the Section Head
in his day-to-day activities.

Keeps records of absence for unit
personnel, plant/equipment performance history, process incident reports,
recommendations for the units etc.
&-
Carries out the functional
responsibility of the Section Head during his absence under the guidance of
Team Leader, as and when instructed.
&-
Assumes full responsibility for the
role as envisaged by Quality Management System (ISO 9001:2008), Health &
Safety Management System (OHSAS 18001:2007), Environment Management System (ISO
14001:2004), Emergency Response Plan (ERP) and other procedures.Thanks
