Position Description The core function of the Kingdoms Energy Strategy Department organization is to advise the companys management and external (ie, government and private) stakeholders on domestic energy outlooks, domestic economic evaluations, domestic fuel and feed stock pricing, macroeconomic outlook, and international energy policies and regulations, besides assisting in strategic planning and domestic energy strategy formulation The Kingdoms Energy Strategy Department serves as the center of expertise on a wide variety of strategic issues that are of great impact in the domestic energy landscape to ensure sustainable economic development The Kingdoms Energy Strategy Department provides helps evaluate various aspects of the companys short- and long-term energy challenges of a domestic nature, offering consultations on strategic planning to executive management and various company organizations, specifically with respect to short- and long-term domestic energy market supply and demand projections The outcomes of analyses are used to forecast the domestic oil, gas and refined product demand for Saudi Arabia As the sole provider of oil and gas to the Kingdom, this demand outlook is important to for the Company to develop its long-term plans on meeting this demand outlook Saudi Aramco is seeking an Energy Efficiency Policy Analyst as an expert on current and future energy policies and their impact on the company The policy Analyst is expected to understand the interplay of the government energy policies and regulations, domestic economy and energy demand in Saudi Arabia It is expected from the Analyst to be able to examine the domestic and regional energy policies and regulations to identify key challenges and trends that will impact the energy demand in the Kingdom As expert in energy policy and regulations, the candidate is expected to formulate the best approach to addressing these challenges This work can include compiling statistics, reading reports, having discussions with stakeholders, analyzing policy implications and synthesizing the information into a meaningful document Minimum Requirements 10-15 years of experience in the energy industry, with at least 8 years of experience dealing with energy policy and regulation monitoring and development, in the area of energy demand and supply Bachelors Degree in Engineering and 10 years experience in management of operating costs, budgets, or related activities, or a Bachelors Degree in Business Administration, Accounting, or Financial Management, and 12 years experience in cost control, budgets or related activities A Masters degree in economics, law, policies or a PhD degree in Economics or Political Science is preferred Proven ability to handle complex policy issues in a rigorous analytical fashion A thorough understanding of the Saudi and regional energy system Experience in analyzing policy and regulation in developing countries can also be considered Proven ability to interface and effectively communicate with management at all levels within the organization and with government officials Strong English written and oral communication skills Able to communicate what are frequently complex technical, economic and legal concepts in a clear and succinct manner to individuals and groups from diverse professional backgrounds Knowledge of Arabic is desirable The Energy Efficiency Policy Analyst must also demonstrate the ability to work with multidisciplinary teams to produce reports, studies and presentations that are pivotal in shaping managements decisions A hands-on person who will immediately command the professional respect of others who possess long-term practical experience of working in or serving the oil and gas industry A person whom others, at all levels, will seek out for advice and counsel on energy policy issues Intellectually curious and keeps abreast of topics that affect the evolving energy markets Able to work effectively with minimal supervision on relatively unstructured tasks Has a sharp eye for detail and an analytical mind that is capable of pursuing multiple lines of inquiry Able to perform consistently with changing deadlines and shifting work priorities Duties & Responsibilities The Policy Analyst will be advising Corporate Management and other company organizations through the following Examining the current energy policies and regulations to identify the area of improvement and to develop best methodologies in addressing these areas Undertaking rigorous applied research on strategic, analytical and policy matters on issues of national or organization interest, and their connections and implications with the company business Providing expert judgment, by way of thorough analysis on queries from management, involving domestic policy and regulation issues impacting energy demand and company operations Writing policy papers on issues related to domestic economy and energy demand Providing periodic commentary on developments in the domestic and regional Saudi energy policy issues, such as energy efficiency measures, and fuel and feedstock pricing Mentor young professionals and analysts to develop their analytical and research skills, and recommend training and development tracks to progress their development Representing Kingdoms Energy Strategy Department in Saudi Aramco events to increase employee understanding of energy policies and regulations Representing the Kingdoms Energy Strategy Department by delivering high level industry talks and seminars to visiting entities
