Position Description The core function of the Kingdoms Energy Strategy Department organization is to advise the companys management and external (ie, government and private) stakeholders on domestic energy outlooks, domestic economic evaluations, domestic fuel and feed stock pricing, macroeconomic outlook, and international energy policies and regulations, besides assisting in strategic planning and domestic energy strategy formulation The Kingdoms Energy Strategy Department serves as the center of expertise on a wide variety of strategic issues that are of great impact in the domestic energy landscape to ensure sustainable economic development The Senior Power Market Regulation Specialist will be working on proposing reforms to the current energy sector organization in Saudi Arabia that would support its optimal development These proposals will be further discussed with key stakeholders and should lead to creation of a regulatory framework, accommodating and promoting the addition of renewable and nuclear generation capacity, among others This role will include the following working as a part of a dynamic and fast-growing team; helping to determine success in this critical area and deliver critical projects for Saudi Arabias energy sector; and influencing the future of the worlds top 20 economies Minimum Requirements At least 15 years of experience in the energy industry, with at least 4 years of work on energy policy and regulations Preference toward candidates with background in regulatory relations, departments of major utilities, or in energy market regulators A Masters degree in economics, law, policies or related disciplines is required A PhD degree in Economics or Political Science is preferred Strong English written and oral communication skills are required Knowledge of Arabic is desirable Demonstrated engagement with private industry, government agencies and regulatory authorities at high levels preferred A proven ability to communicate complex material in a simple and engaging manner to internal and external stakeholders Due to frequent interactions with key stakeholders, strong presentation and negotiation skills are preferred Ability to work independently and without supervision even when faced with unfamiliar issues Experience in quickly analyzing and synthesizing large amounts of information Demonstrated ability to develop creative yet practical and implementable solutions to complex multidisciplinary problems Proven ability to handle complex policy issues in a rigorous analytical fashion Understanding of the Saudi and regional energy system is preferred Experience in analyzing policy and regulation in developing counties is preferred Ability to communicate what are frequently complex technical, economic and legal concepts, in a clear and succinct manner, to individuals and groups from diverse professional backgrounds Duties & Responsibilities As the Senior Power Market Regulation Specialist, you will be required to perform the following Examine the current energy policies and regulations to identify areas for improvement and propose amendments to address them Propose market reforms that would best forward the strategic objectives of the country Involve key stakeholders in the discussion on market reforms, leading to broad consensus and reform implementation Undertake rigorously applied research on strategic, analytical and policy matters, on issues of national or organization interest Write policy papers on issues related to the domestic economy and energy demand Provide periodic commentary on developments in the domestic and regional Saudi energy policy issues, especially around market organization Support external communication of power market regulatory efforts Establish scheduled and ad-hoc reporting to the team leadership members and other senior stakeholders
