PURPOSE OF THE JOB -Implements the companys financial policies and procedures and establishes and installs financial processes and controls -Serves as a focal point for operating and capital budget related matters and ensures timely preparation of draft operating and capital budgets in line with the Finance Department guidelines KEY ACCOUNTABILITIES Department Planning and Management -Supports the Senior Vice President Ruwais Refinery, in the development of short-term, mid-term and long-term strategic objectives, goals and plans for the Finance Department -Participates in management and other meetings related to the operations of the Finance Department -Performs management functions and exercises financial authority at management level as established by the Senior Vice President Ruwais Refinery Budget Preparation and Monitoring -Receives the approved budget guidelines, timetable and input forms from the Finance Division and ensures the Ruwais Finance Department follows the schedule for submission of required budget details -Ensures all necessary data is gathered for the preparation of the Operating and Capital budgets and that members of the Finance Department attend related meetings and respond to queries -Ensures all minor project finances are monitored and variances captured, summarised, analysed and reported to management -Ensures Operating and Capital budget performances are monitored and analysed on a periodic basis -Presents the annual budget to the Senior Vice President, Ruwais Refinery for his approval before submitting to the Takreer Finance Division -Ensures the Operating and Capital budgets are approved prior to any commitments and Takreer guidelines are followed related to AFEs -Directs the monitoring of the financial aspects of contracts and service orders for the Ruwais Refinery and ensures the correct account codes are used Verification and Approval of Invoice Payment Certificates (IPCs) -Supervises the timely verification of invoices of contractors and suppliers in accordance with the contracts, purchase orders and work service orders -Ensures the validity, accuracy, completeness, availability of budgets and allocation of correct account codes for IPCs and ensures adjustments are made for liquidated damages and advances as applicable -Verifies bank guarantees and insurance policies have been received as per contracts -Ensures suppliers reconciliations are prepared on a periodic basis -Ensures IPCs are routed to the appropriate business units for approval in accordance with the Delegation of Authority Manual -Ensures data is accurately captured and summarised for ADNOC group company invoices -Ensures pending invoices are cleared, and responses have been received for queries relating to payments Monthly and Annual Accounts -Supervises the monthly and annual operating and capital accruals reports for all divisions and departments -Manages the handling and maintenance of petty cash funds and ensures petty cash and cash for social activities is properly accounted for and reconciled on a monthly basis -Ensures physical checks on inventory and petty cash are undertaken annually in accordance with the company policy -Participates in the monthly and annual closing of accounts -Ensures the review and confirmation of ADNOC debit and credit notes Asset Register -Acts as custodian of the Fixed Assets Register and maintains a an updated version -Supervises the preparation of capitalisation forms -Supervises the preparation of Assets Write-off and Disposal Requests (AWDRs) -Supervises the preparation of capital and operating accruals for on-going capital projects and closed capital projects Staff Development -Mentors Section Developees, in accordance with the companys Emiratization policy -Supports development programmes to train, motivate and retain employees, providing formal and informal appraisal and feedback -Identifies and resolves issues and conflicts in staff relationships Health Safety Environment and Fire Procedures Ensures staffs comply with all Health, Safety, Environment and Fire Management System standards, procedures and requirements Miscellaneous Performs other similar or related activities as assigned by the Senior Vice President Ruwais Refinery JOB MINIMUM REQUIREMENTS Education Bachelors Degree in Accounting or equivalent, plus must be Certified Public Accountant (CPA) or equivalent Work Experience 10-12 years accounting experience with three years being at senior management level, preferably within an oil and gas environment Skills -Management and planning skills -Excellent leadership and team building skills -Excellent communication and interpersonal skills -Proven ability to educate and motivate -Data analysis and report writing skills -Quick and sound decision making and judgement -Able to provide professional advice and direction with regard to financial analysis, budgeting and accounts -Excellent oral and written English
