Head of Telecommunications Policy, Middle East & Africa Job ID 1026044 | Amazon Web Services MENA FZ

DESCRIPTION Would you like to be part of a public policy team that is driving the adoption of cloud computing across the Middle East & Africa Amazon Web Services (AWS)* is the leading provider of cloud computing services, providing IT infrastructure offerings such as on-demand compute capacity, storage, content delivery, database services and more The AWS Public Policy team is at the forefront of helping customers maximize the benefits of cloud computing by addressing regulatory and political blockers to cloud adoption

The Head of Telecommunications Policy will join a growing, dynamic AWS Middle East & Africa Public Policy team and will enhance Amazons advocacy with government stakeholders, policymakers and multilateral institutions The successful candidate will also develop policy positions on connectivity and access issues, while managing regulatory outreach programs, consultation responses and representation with industry associations

AWS is looking for candidates with strong analytical skills, deep experience of infrastructure policy issues and working knowledge of the telecoms regulatory landscape across the Middle East & Africa The successful candidate will proactively build relationships with key policymakers, and will coordinate efforts with local and global AWS teams to ensure alignment between core business priorities and public policy goals

This Dubai-based position reports to the Director for AWS Public Policy, Middle East & Africa, and includes the following responsibilities
Lead and execute advocacy programs that mitigate policy risks to the business and advance our engagement with the telecommunications regulatory and policymaker community
Work with internal stakeholders to identify opportunities and risks arising from connectivity policy and regulatory developments across the Middle East and Africa
Develop policy positions, collateral and talking points, while coordinating external advocacy efforts and outreach campaigns in line with AWS business objectives
Facilitate high-level meetings between AWS executives and key stakeholders, including government officials, regulators, industry associations and partners to promote the companys policy positions
Craft and contribute to policy submissions and engage in consultations with relevant regulators
Drive strategic third party engagement through industry associationscoalitions, and leverage outside consultants when appropriate

The successful candidate must be inquisitive, enthusiastic about technology, enjoy working hard and being continually challenged, and demonstrate sound judgment even in ambiguous situations The responsibilities require that candidates be willing and able to make frequent trips across the Middle East and Africa and, as needed, to Brussels, Dublin, Seattle and other locations

BASIC QUALIFICATIONS Strong knowledge of and background in information technology-related (IT) advocacy issues as they apply to the telecommunications regulatory environment
Highly effective oral, written and interpersonal communication skills; demonstrated ability to effectively and comfortably interact at highest corporate, political and educational institution levels
8 years of experience representing a large company or association, preferably in the telecommunications sector, before national and local policymakers, including significant experience running public policy advocacy campaigns
Must have fluent written and spoken English

PREFERRED QUALIFICATIONS Ability to maintain highest personal levels of ethical conduct, confidentiality and integrity, with a strong professional reputation in the industry
Demonstrated ability to build and foster effective relationships and networks with others
Self-starter with proven track record of successfully working with a wide array of functional groups across an organization and cultures as well as working independently
Ability to identify and understand key technical aspects pertaining to corporate operations in legislative and regulatory proposals, understand business implications, and synthesize policy documents for internal and external customers
Ability to influence, negotiate with, and persuade others is required Must be flexible and demonstrate strong judgmentdecision-making skills, and political acumen
A Bachelors degree is required, preferably in a relevant discipline (Law, Political Science, Public Policy, etc) An advanced degree is preferred
