BASIC FUNCTION -Supervises short term maintenance and upgrading of infrastructure facilities like pipelines, electricaltelecom distribution systems and civil structures in entire Ruwais Industrial Area by providing engineering services to optimise service life of all structures and installation by -Supervising construction activities of multidisciplinary contractors engaged with all operating plants in Ruwais industrial area including issuance and enforcement of Easement work permit system in compliance with company procedures and safety requirements -Coordinating emergency repair of failures of common facilities of all operating plants in easement in Ruwais Industrial Area -Supervising implementation of maintenance and improvement projects -Developing scope of works for periodic assessment surveys of all infrastructure facilities -Reviewing work procedures and design drawings submitted by Contractors and Consultants -Reviewing contractor pre-qualification documents and preparing technical evaluation of bids -Liasing with other operating plants to facilitate issuance of easement permits for all Contractors working in industrial area -Preparing budget proposals for maintenance and upgrading works -Scrutinizing the design of new facilities in easement for expansion & modification projects related to all operating plants -Updating as-built drawings and specifications including introduction of new construction technologies WORK PERFORMED -Supervises application of approved work permit system and supervises contractors working for different operating plants in the industrial area -Performs the maintenance programme for upkeep of the civil structures and installations, such as foundations, bridges, pipelines, culverts, buildings, roads, fences, steel structures, drainage, irrigation system etc -Assists in the root cause analysis of majorcritical civil infrastructure failures and chronic problems and recommends remedial action including concrete rehabilitation -Performs periodic reviews of the preventive maintenance programme and recommends improvements where required -Reviews the implementation of new projects by all operating plants in easement area to ensure compliance with Ruwais Area Master Plan -Assists in material upgrade reviews for existing facilities as well as the new projects in collaboration with other disciplines -Supervises periodic inspection audits of civil structures and installations for infrastructure facilities to prolong service life and enhance reliability -Co-ordinates with Technical SupportServices Divisions of all operating plants inside industrial area in the design of new facilities in easement during design stages of new projects and updates all drawings with new infrastructure installations -Prepares engineering design, specifications, tender documents and performs bid evaluation of civil works for capitaloperating projects -Reviews design, drawings and specifications prepared by consultants for infrastructure projects handled by the department -Assists in the preparation of the SOR (Statement of Requirements) and the definition of design criteria, scope and relevant technical details for 5 - year plans for the modificationalteration and maintenance of facilities -Prepares specifications for civil works and installations and updates standards periodically as necessary -Maintains contact with consultants and equipmentconstruction material vendors and proposes new technologies that can be adopted within Company to enhance reliability, economy or safety -Supervises to ensure that works are executed in accordance with company approved work permit procedures and safety requirements -Reviews, scrutinizes and endorses invoices submitted by the contractors for progress payments -Assists in training National employees by identifying specific training needs and providing guidance and counselling to developees and other subordinates to enhance their professional skills -Reviews and scrutinizes contractors proposals, variation orders and claims, preparing all relevant documents to resolve contractual disputes -Checks as-built information submitted by contractors and ensures that the same is updated on as-built drawings -Prepares budget proposals with estimates for maintenance of upgrading of infrastructure facilities like roads, bridges, pipelines and other civil structures -Ensures that all contractual requirements are fulfilled for issuance of provisional and final acceptance of all works -Reviews and approves method statements for all construction activities of contractors working for company as well as other operating plants MINIMUM REQUIREMENTS -Bachelor Degree in Civil Engineering -5 years experience in plant Civil Engineering and Maintenance, preferably in an OilGas or Petrochemical industry -Good knowledge of English -Computer skills
