PURPOSE OF THE JOB Supervises all the operations of the Olefins and Alkylates (O&A) Section to produce propylene and Alkylates, routing by products to appropriate units for further processing KEY ACCOUNTABILITIES Supervision of the Olefins and Alkylates Section Operations -Directs, supervises and controls the activities of assigned personnel, including allocating work and determining priorities -Performs supervisory functions and exercises financial authority at Section Head level as established by the Delegation of Authority Manual -Maintains safe and optimum operation of the O&A Section by determining and specifying operating parameters, indicating details of any procedures required on a regulardaily basis to achieve production targets Ensures KPI targets and results are communicated to O&A Section staff effectively Monitoring of Operations -Tracks Key Performance Indicators (KPI), identifies variances in actual performance and suggests remedial action -Assists in audits undertaken on the Section and implements recommendations arising from these -Personally spot-checks operations -Reviews related reports and shift operational logs and notes variances from operational plan Responds to any divergence from company policies or procedures -Ensures that timely, accurate and regular reports are prepared and submitted to the Operations IV Department Manager Strategic Contribution -Participates in the formulation of the Operations Department IV strategy and business plans -Leads the formulation and implementation of the Crude Sections strategy to ensure alignment with the Operations Department IV strategies and objectives -Translates Section strategies into short and long term operational plans in order to achieve Takreer objectives Health Safety Environment and Fire Procedures -Knows the Companys Health, Safety, Environment and Fire Policy, Procedures, Regulations and Objectives as they relate to his areas of responsibility and ensures that they are effectively implemented by subordinates -Carries out routine HSEF auditing and implements recommendations -Arranges for training of operation personnel on safe practices and emergency procedures -Ensures that personnel are equipped with the proper safety gear at duty time and are well trained as auxiliary fire fighters -Ensures operations conform to Takreer sustainability policies -Assumes an assigned role in the Incident Management Team and as per the Facility Response Plan O & A Section Budget -Prepares the preliminary annual budget for the Crude Section This includes estimation of a capital and operating requirement including provision of annual manpower and contactor utilisation forecasts -Ensures that strict control is exercised over expenditures, and provides written justifications in advance of any variances with approved budgets Maintenance and Shut Down -Ensures technical maintenance assistance is provided for equipment problems when necessary -Ensures correct procedures are implemented to protect company assets and monitors their implementation -Participates in all aspects of maintenance planning and implementation, including a review of plant shut down and turn-around programmes in conjunction with planning, turnaround and maintenance personnel and the Process Assurance and Quality Department personnel -Approves maintenance requests and monitors work progress in liaison with appropriate maintenance personnel -In the event of problems affecting production, takes immediate action and directs shutdown of the relevant unit, bringing in standby equipment according to Takreer procedures -Liaises with the Maintenance Departments and other relevant departments following shutdowns and equipment switches to ensure continuous production O&A Section Operations Modification -Endorses all types of modifications requests and reviews these at different stages -Participates in all types of hazard and operability (HAZOP) studies -Initiates development work to improve plant operation efficiency, flexibility, reliability and safety -Evaluates proposals for plant modification or improvement, including the preparation of appropriate recommendations for the study and solution of operational problems -Reviews and comments on new projects as applicable and participates in the preparation of operating and capital budgets -Monitors temporary modifications and ensures the implementation of the Change Management Process (HSE-CP29) Material Stock Management -Reviews regular reports on Crude Section material use and stock and supervises the collection of required data and information for equipment condition monitoring -Ensures there is adequate spare parts and equipment to meet operational requirements -Optimises chemicals consumption and prepares monthly consumption reports New Technology -Keeps up to date with new technology relevant to Ruwais Refinery through discussions with consultants and suppliers, technical publications and self-development -Shares knowledge and methods of applications to subordinates and peers Staff Training and Development -Mentors Section Developees, in accordance with the companys Emiratization policy -Supports development programmes to train, motivate and retain employees, providing formal and informal appraisal and feedback Miscellaneous Performs other similar or related activities as assigned by direct supervisor JOB MINIMUM REQUIREMENTS Education BSc in Chemical Engineering or equivalent Work Experience Minimum of 10 years of diversified experience in refinery gas processing operations, of which four years should have been at a senior supervisory level at an Olefins Conversion and Alkylation plant Skills -Experience in and knowledge of the Oil and Gas industry -Leadership and planning skills -Excellent communication and interpersonal skills -Excellent oral and written English -Full knowledge of DCS software -Must have good computer skills eg MS Office, MAXIMO
