Job Description

PURPOSE OF THE JOB -Plans, directs, coordinates and controls all functions and operations of the Crude and Gas Plant and Treating Sections, utilising technical and problem solving skills along with specialised engineering knowledge, to ensure that the Departments projects are budgeted, planned and implemented, to achieve reliable, efficient and safe operations at optimum cost -Ensures and maintains maximum unit capacities and quality products as per company specifications -Provides leadership in emergency situations and reestablishes normal operations as quickly as possible KEY ACCOUNTABILITIES Management and Planning -Participates and supports the Vice President Refinery Operations Division in developing short-term, mid-term and long-term strategic objectives, goals and plans for the Operations III Department -Based on the strategic objectives of the division, provides leadership for the development and implementation of Operations III Department policies, systems, processes, procedures, guidelines and controls and updates these as necessary -Participates in management and other meetings related to the operations of the Gas Plant and Treating and Crude Distillation Unit Sections Liaises with all concerned to amend plans as applicable or as governed by marketing and other operating constraints and ensures implementation and follow up of changes -Chairs meetings andor forms committees for the resolution of operational concerns and improvement of plant performance, providing technical advice -Endorse and recommends Operations III Department Plant modifications, upgrades and expansions with the Vice President Refinery Operations Division, based on 5 and 10 year business plans -Integrates the activities of the Gas Plant and Treating and Crude Distillation Unit Sections -Performs supervisory functions and exercises financial authority at management level as established by the Delegation of Authority Manual Monitoring of Operations -Develops and coordinates the establishment of standards and procedures in each area and ensures the application of current legislation -Ensures that product quality targets are met without compromising safety, environment and cost objectives -Reviews the performance and maintenance costs for the OperationsIII Department plant and equipment and ensures that technical maintenance assistance is provided for equipment problems when necessary -Participates in all the audits and benchmarking studies to improve competitiveness and profitability of the operations and ensures timely reporting of same to the Vice President Refinery Operations Division with corrective action plans when required -Ensures correct procedures are implemented to protect company assets and monitors that they are fully utilised, maintaining overall control of the execution of related contracts -Evaluates the economics of alternative materials and methods and endorse repair or replacement as necessary -Directs the Operations III Department Shut down and Start up operation for Turnaround, or as required -Advises and arranges assistance with identifying and correcting chronic plant problems -Reviews Operations III Department related reports and KPIs and notes variances from the operational plan and implements corrective measures -Ensures that timely, accurate and regular reports are prepared and submitted to the Refinery Operations Division Vice President to keep senior management informed of the progress of various initiatives to facilitate decision making Modification Management -Studies and evaluates proposals for plant modification or improvements, including the preparation of appropriate recommendations, and ensures workability at the implementation stage -Issues and endorse all types of modifications requests and reviews and comments on the same at different stages -Supervises HAZOP studies and ensures the implementation of subsequent modifications and their workability -Contributes to the study and solution of operational problems -Reviews and comments on new projects and participates in the preparation of related operating and capital budgets -Takes responsibility for managing temporary modifications, including record registers for these changes and implementation of the Change Management Process (HSE-CP29) for the Operations III Department -Takes responsibility for conducting risk assessments, obtaining expert advice from concerned departments and coordinating with the HSEF Department Ensures the implementation of the risk assessment outcomes -Seeks approval from Competent Authority for a fixed period, and is responsible for removing the modification from their list on completion Health Safety Environment and Fire Procedures -Ensures staff complies with all Health, Safety and Environment Management System standards, procedures and requirements -Arranges routine health and safety auditing -Ensures operations conform to Takreer sustainability policies -Endorse the requirements of over-riding safety devices to accommodate maintenance jobs and emergency cases -Reviews and recommends HAZOP studies as per the guidelines set by the company Ensures implementation of all safety issues resulting from such studies -Assumes assigned role in the Incident Management Team and Crisis Management Team as per the Facility Response Plan
