PURPOSE OF THE JOB -Monitors and controls the refinery & Terminal activities in all aspects along with tracking the periodic actual performance deviations to targets set for economically optimized performance Follows up with departments to fill in the gaps of performance -Develops the optimized plans and measures the performance gaps for both Refinery and Storage & Pipeline Operations Prepares regular management reports with explanation of deviations in cost, trends, quality and other parameters, highlighting causes and suggesting corrective action Collaborates with HQO in developing Annual Operating Plans, Quarterly Rolling Plans and Monthly Operating Plans MAIN DUTIES & RESPONSIBILITIES Production Accounting -Supervises and controls all production accounting activities, daily disposal plans, units material balances and reviews and ensures accurate and timely daily management report for the past 24 hours -Monitors daily, monthly, yearly plant and utility production balances and reports deviations and inefficiencies -Prepares Detailed Loss Break Up as per IP method and does break up analysis on losses with Refinery and terminal operations in close coordination with Environment Engineer Long Medium Term Planning -Performs work related to aspects of Monthly, Yearly, Quarterly Rolling Plans and 5 year Business Plans for Refinery & Musaffah Storage & Pipelines Terminal Department -Develops a monthly and yearly follow-up for break down of actual costs for Refinery Operations and PipelineTerminal Operations In close coordination with Finance Division, provides inputs for product Costing Model and bifurcates the costs for refining operations and storage & Pipeline Operations Performance Monitoring -Coordinates the Divisions Performance monitoring activities, the balance scorecard [Corporate, Division and Department], key performance measures development, monitoring and reporting for both Refinery and Storage & Pipelines Operations -Analyzes daily operations of Refinery, Storage & Pipeline Operations and develop performance metrics for monitoring Chemicals and Utilities Consumptions Carries out preparation of annual Budget and Operating Plans -Performs comparison study of Refinery performance with international Industry standards utilizing the assistance of Consultants like Solomon Associates -Collates data for Pipeline and Terminal Operations in benchmarking the performance with international standards and developing new metrics Coordinates with Operations Department and Division Management in translating the analysis results into roadmaps for performance improvement -Coordinates and modulates the individual task and targets for Refinery Management and various Section HeadsEngineers and aligns it with Refinery Corporate Score Card and Divisional Targets -Coordinates the setting up of Departmental annual work plans to ensure the Division performance targets are complied with Economics & Optimization -Works closely with Operations, Planning Engineers and Process Engineers to discuss deviations and translates these into economics terms Identifies causes and suggests corrective actions Liaises with Head Office Corporate Support and Finance Divisions and performs analysis of monthly performance and refining margins variance -Works with process engineering personnel to identify and evaluate requirements for plant modification, expansion, upgrading and modernization and assist in developing investment plans to ensure latest technology and best options are incorporated for Refinery, Storage & Pipeline Operations -Coordinates with Finance Division, Corporate Support Division to identify the cost elements of Musaffah Storage & Pipelines Terminal Department and effect on Refining Costing Training & Development -Actively participates in the development of scope of work, implementation of KPI Software and data input into the same -Assists in preparing training programs for National employees undergoing on-the-job training by identifying specific training needs Provides training, guidance and consulting to trainees and developees with a clear objective of career development Miscellaneous -Carries out other similar or related duties, as assigned Includes using personal computer extensively to develop various report formats, providing data to Head Office for the maintenance of a master data base -Be a part of company Strategy Planning and Performance Management System implementation, Maintenance and Data input Job Minimum Requirements -BSc Degree in Chemical or Petroleum Processing Engineering -Minimum 9 years experience in Production PlanningScheduling, Production Accounting Performance Monitoring and Benchmarking Studies preferably in an OilGas or Petrochemical Industry -Very good written and spoken English language -Knowledge of relevant PC packages
