PURPOSE OF THE JOB -Leads the team of Telecommunication (Telecom) Engineers, to ensure uninterrupted telecommunication services throughout the Refinery including portable radio communications, PABX, structured and backbone cables(copper and fibre optic), repeater and antenna systems, related hardware and software, hotlines between OPCOs, and new telecom equipment -Provides technical advice and guidance on all telecom related maintenance and installation works -Participates in the co-ordination, planning and implementation of all telecom system modifications, expansion and installations Supervision -Directs and supervises the activities of assigned personnel and contractors in the Fire and Gas, Plant PA System and CCTV Engineers -Performs supervisory functions and exercises financial authority at the level established by the Delegation of Authority Manual Telecommunications Services -Ensures that telecoms services across the Refinery are maintained by monitoring the status of all telecom equipment -Telecoms equipment to be maintained includes 1 Telephones PABX, telephone extensions, hotlines 2 Radio TETRA, Radio repeaters, portable and base station equipments, antenna systems 3 Related Cabling structured cables, backbone cables for the network 4 Communication Interfaces with PABX networks ATM, MPLS, leased lines 5 FIRE and GAS System covering all TakreerRuwais installations 6 PA systems 7 CCTV systems -Ensures sufficient test equipment and proper tools are available in the workshop and facilities Assigns telephone and internet capabilities to contractors, as required -Ensures the development of mobile signals within any blast-proof buildings to ensure telecoms connectivity as per business requirements Monitoring of Equipment -Directs the team in performing reliability and availability analysis and presents regular reports on the performance of telecoms equipment with appropriate suggestions for improvement -Supervises the development of a monitoring programme of major components of telecoms equipment, including analysing frequent failures -Analyses all critical telecom failures and advises on remedial measures to be taken Consolidation and Maintenance -Assists in the preparation of predictive, preventive, modification and major shutdown maintenance programmes for telecoms equipment in the plant, using equipment past performance and manufacturers data -Prepares a detailed equipment checklist for routine maintenance and an estimation of detailed manpower and skill requirements -Follows up on major maintenance work and advises on equipment replacement, modifications or repair of telecoms systems -Reviews shutdown job lists and contract scopes related to telecoms equipment and participates in the testing, configuration and start-up of systems -Provides guidance and advice on action to be taken on chronic problems and reviews requirements for major repair and equipment replacements -Troubleshoots chronic failures and advises on repair and testing procedures -Ensures that all telecoms maintenance services are provided safely and efficiently in accordance with internationally recognised telecoms engineering standards -Supervises the review of telecoms performance and checks telecoms equipment, records and performance data to ascertain the condition of equipment and causes of breakdown -Provides telecoms engineering assistance to the Development Engineering Section and the Information Technology Section in the design and specification of modifications or new equipment installations and projects -Reviews bids for the supply of new telecoms equipment, liaises with manufacturers representatives in the installation, commissioning and post commissioning periods and addresses equipment deficiency Miscellaneous Performs other similar or related activities as assigned by the Control Department Manager JOB MINIMUM REQUIREMENTS Education BE in Telecommunications Engineering or equivalent Work Experience Minimum nine years experience in installation, maintenance and repair of electronic and microprocessors based on analyser instrumentation, process analyser systems and DCSESD systems Skills -Has knowledge of the Oil and Gas Industry -Has excellent communication and interpersonal skills -Able to build relationships with staff and contractors with a focus on collaboration -Strong decision making ability -Proficient in verbal and written English
